Analysis and cost-recovery optimization methodology for a fixed-class truck tolling structure

Abstract:

The purpose of this study is to develop a methodology for examining existing class-based toll structures for "fairness" between different commercial truck classes and for optimizing toll rates within each class to fully recover the total cost of pavement consumed by trucks. A theoretical methodology for setting toll rates to optimize cost recovery within a given class and achieve fairness between classes is defined. Methods for analyzing existing toll rate structures using weigh-in-motion (WIM) data in the absence of full vehicle identification information are also described. A case study of Texas State Highway 130 demonstrates the usefulness of WIM data for analysis of a toll classification system based on number of axles.

A Restocking Tour Model for the Estimation of O-D Freight Vehicle in Urban Areas

Abstract:

This paper presents some calibration developments of a system of models for the simulation of freight restocking journeys within urban areas. The model system allows us to define freight vehicle Origin-Destination (O-D) matrices. The journeys for restocking urban retail activities are modelled through the definition of the trip-chain order and the choice of the delivery location. The modelling system has been calibrated and validated on a dataset of more than 500 truck driver interviews carried out in the city centre of Rome.

Demand models for the estimation of urban goods movements: an application to the city of Rome

Abstract:

This paper presents a specific modelling system which simulates the commodity, delivery and vehicle goods movements, developed in order to support ex-ante assessment of city logistics measures. A review of models developed to simulate the urban freight transport demand is also reported. The review analysis highlights the limits of models for the ex-ante assessment of city logistics measures. For this reason this paper proposes a new modelling system made of different steps approaching problems related to: quantity OD flows, service-type OD flows, delivery OD flows, delivery OD flows for delivery time and vehicle type, and vehicle OD flows. This modelling system has been specified and calibrated using some surveys carried out in the inner area of Rome, where more than 500 truck drivers and more than 600 retailers have been interviewed.

A trip chain order model for simulating urban freight restocking

Abstract:

This paper proposes a trip chain order model for simulating retailer restocking within urban and metropolitan area. It is part of the general modelling system developed by the authors for simulating urban freight demand which considers both demand and logistic sub-systems. The former allows us to obtain the freight Origin-Destination (OD) matrices in quantities and deliveries per transport service type, time slice and vehicle type. The latter allows us to obtain the vehicle OD matrices according to the journey characteristics (i.e. number and sequence of delivery points) in order to restock economic activities located within the study area.

This approach, known in literature as tour-based approach, aims at reproducing the choice structure of the restocking process and the sequence of delivery points (stops) for vehicle journeys, considering dependences existing among subsequent trips of the same journey. It implies that each destination zone to be delivered is chosen depending on the previous and the next destination ones. The logistic subsystem of the proposed modelling system can be divided in two parts: the first which defines the trip chain order (i.e. the number of deliveries made during a tour); the second one which considers the choice of the stop locations.

This paper focuses on the specification and calibration of a trip chain order model using data collected in the city centre of Rome.

A review of models developed to simulate this segment of mobility is also reported. The review analysis highlights the limits of models for the ex-ante assessment of city logistics measures. For this reason this paper proposes a new modeling system approach for the assessment of city logistics measures. It is made of different steps approaching problems related to: quantity OD (Origin-Destination) flows, restocking type OD flows, delivery OD flows, delivery OD flows for time slice and vehicle type, and vehicle OD flows. This modeling system has been specified and calibrated using some surveys carried out in the inner area of Rome where more than 500 truck drivers and more than 600 retailers have been interviewed.

A metropolitan freight distribution by railways

Abstract:

This paper presents the results obtained of a methodology that was implemented for the feasibility analysis, both technical and economic, of freight distribution systems in urban and/or metropolitan areas using railways. This includes a system of urban freight demand models. The scope of this research is to assess a competitive rail transport option with respect to road truck transport for some specific types of goods. The first part of the paper presents a state-of-the-art system focusing on international and national experiences of the use of railway infrastructures for urban freight distribution and describes the general framework of freight demand models for urban and metropolitan areas. The latter part of the paper proposes a modeling system to estimate the freight demand to be used within the methodology for the technical and economic feasibility analysis of freight distribution systems using railways infrastructures. Finally, results of an application to a real test case are reported. The authors refer to the study case of the Sorrentina peninsula, which is one of the most famous tourist areas near Naples and well-known for its low accessibility by roads.

Urban Freight Mobility: Collection of Data on Time, Costs, Central Business District

Abstract:

Just-in-time deliveries and lower inventories have led to more frequent deliveries of goods and services, markedly increasing urban congestion. The Goods Movement in the New York Metropolitan Area study's goal was to develop a research methodology for capturing urban freight mobility data and to collect cost and time data on freight moving into New York City's central business district (CBD). The methodology developed and its implementation are discussed. Problems with access and collecting data from industry executives are also addressed. In industry-sector focus groups, senior logistics executives discussed urban freight mobility issues, especially barriers to goods movement into the CBD. Barriers consistently identified in order of greatest frequency of mention from 13 focus groups were congestion, inadequate docking space, inadequate curb space for commercial vehicles, security, and excessive ticketing of high-profile companies. The Freight Mobility Interview form asked logistics/transportation/distribution managers to provide company-specific information about the following categories: transportation services and distribution channels used and related cost, time, and barriers to freight mobility. Analysis of the interview data revealed that major barriers to freight mobility identified by both shippers and carriers were consistent with those cited by focus group participants. The combined and qualitative and quantitative data collected identified the processes industry uses to manage urban congestion.
