Interactions between transportation capacity, economic systems, and land use

Abstract:

This research report is based on 100 detailed case studies that document the long-term, before and after economic impacts of a variety of highway capacity investments, mainly from around the United States. This project focused on long-term impacts on performance metrics such as employment, income, real estate values, and tax revenues. Temporary, construction-phase impacts were not considered in the report or the database of case studies. The report presents documentation on the background of the research project, an explanation of how the case studies were selected and developed, an introduction to the accompanying web-based tool, and a meta-analysis of the key relationships among factors such as project type, traffic volume, project location, and non-transportation policies put in place to help foster economic development. The findings from the meta-analysis can serve as a high-level guide for transportation agencies in selecting highway capacity projects that, with regard to long-term economic impacts, will provide a greater return on investment. For instance, the meta-analysis indicates that the type of project (e.g., an interchange versus a ring road) and the setting (e.g., in an area that is economically distressed versus non-distressed) matter considerably more than the amount of money spent to build the project. This report and the accompanying T-PICS (Transportation Project Impact Case Studies) website are intended to serve as a resource for transportation planners and others who are interested in better understanding the long-term economic impacts of highway capacity projects. Although highway projects are the primary focus, a number of intermodal projects (e.g., transit-oriented development projects with both a substantial highway component and freight terminals) are included in the database and web tool. The database and web tool were designed so that future highway case studies and economic impact case studies involving other modes of transportation can be added as they become available.

Behavioral Modeling of Urban Freight Transport

Abstract:

Decision makers in urban goods movement (UGM) typically need to assess the impact new policy interventions might have on freight distribution. The effects of policy changes are inextricably related with the extant regulatory framework that also influences the relationships among the various actors interacting along the supply chain. The operators commonly considered important, given the crucial role they play in UGM, are: retailers, transport providers, and own-account. Notwithstanding the admittedly important role that a detailed knowledge of these three agent categories has for a correct policy implementation there is a limited knowledge concerning the specific preferences and behavior of each agent-type. It is de facto assumed that retailers, own-account and transport providers have homogenous preferences and can be seamlessly treated. The upsurge of behavioral models and the acquisition of data necessary to predict goods and vehicle flows both under the current and, more importantly, under altered policy/regulatory conditions explains the progressive importance that is attributed to an agent-based perspective. This research reports the result of a stated ranking exercise conducted in the Limited Traffic Zone in 2009 in the city center of Rome focusing on retailers which demand freight transport services and play an important role in extended supply chains. This paper proposes a comparison between two different Multinomial Logit model specifications where non-linear effects for the variations of the levels of the attributes considered are studied and detected. A meaningful comparison between willingness to pay measures derived by the two model specifications is proposed so to avoid known scale problems. The results obtained are very interesting and meaningful from a policy perspective since they show potentially differentiated effects of the policy implemented in deep contrast with the, often assumed, homogenous effect hypothesis.

An urban freight transport index

Abstract:

A multi-factorial model is presented that assesses the performance of authorities in dealing with the issues derived from freight transport within cities. Such an index was inspired by the efforts made by other OECD countries to lessen environmental and social impacts of freight transport within the urban areas. The model produces an Urban Freight Transport Index (UFTI), which quantifies the intention of the authorities to cope with urban freight transport externalities. A mid-size Mexican city is rated with 115 points, from an ideal 807 points.

Logistics Systems for Sustainable Cities: Proceedings of the 3rd International Conference on City Logistics

Abstract:

Urban freight transport has become an important issue in urban planning. There are many challenges and problems relating to increasing levels of traffic congestion, environmental impacts and energy consumption. City logistics schemes are relatively new concepts that are aimed at increasing the efficiency of urban freight transport systems as well as reducing traffic congestion and impacts on the environment. However, new modelling, evaluation and planning techniques are required to conduct in-depth investigations before city logistics measures can be effectively deployed. This book, "Logistics Systems for Sustainable Cities", is an outcome of the Third International Conference on City Logistics (City Logistics III held in Madeira in 2003) organized by the Institute for City Logistics. It includes recent developments in the modelling, evaluation and planning of city logistics schemes. Since city logistics measures have already been implemented in several cities, a review of the performance of these innovative schemes is presented. As well, an overview of the visions for city logistics and public private partnerships for city logistics is given. A summary of the OECD report, Delivering the Goods 21st Century Challenges for Urban Goods Transport, is included. Recent developments in e-Commerce and e-Logistics are covered. The cover shows the beautiful Madeira Island, Portugal where the Third International Conference on City Logistics was held.

Recent Advances in City Logistics: Proceedings of the 4th International Conference on City Logistics

Abstract:

Urban freight transport has become an essential issue in urban planning. There are many challenges and problems relating to increasing levels of traffic congestion, negative environmental impacts and energy consumption. To cope with these complicated problems, new city logistics schemes are required that are aimed at increasing the efficiency of urban freight transport systems as well as reducing traffic congestion and impacts on the environment. Recent developments in ICT (Information and Communication Technology) and ITS (Intelligent Transport Systems) help tackle these difficult problems. As well, the corporate social responsibility of shippers and freight carriers promotes public-private partnerships in urban freight transport planning. This book, "Recent Advances in City Logistics", is an outcome of the Fourth International Conference on City Logistics (City Logistics IV held in Langkawi in 2005) organized by the Institute for City Logistics. It includes recent developments in the modelling, evaluation and planning of city logistics schemes. Since city logistics measures have already been implemented in several cities, a review of the performance of these innovative schemes is presented. As well, an overview of the data collection for modelling, evaluating and benchmarking city logistics schemes and intermodal freight transport for city logistics is given. Recent developments and applications of ITS (Intelligent Transport Systems) in city logistics are covered. It outlines developments in modelling, evaluation, and planning of city logistics schemes. It reviews performance of existing innovations, and presents an overview of data collection techniques.

A comparative study of urban freight transport planning: addressing stakeholder needs

Abstract:

Over the last decade, research in the area of urban freight transport has increased and local authorities are slowly beginning to acknowledge the need to consider freight in their overall transport planning. Most urban freight studies to date consider specific solutions and measures, as opposed to ways in which the local authorities could and should consider this issue in the wider transport planning and decision making process. The aim of this paper is to examine cities that differ in context in order to demonstrate that urban freight transport planning can be improved by involving a wider range of stakeholders. Interview data from Sweden, the UK and the Baltic Sea Region has been analyzed to draw out the factors that influence the perceptions of local authorities and freight operators of freight transport issues in urban areas. The findings show that the issues faced by the freight industry are still not fully understood. The paper contradicts earlier research results that suggest differences in the ways that local authorities consider freight transport, and goes some way towards demonstrating that the problems faced by local authorities are not unique to one country or any specific category of urban area, and hence a generic decision-making framework would be of value. A framework is developed to facilitate meaningful interaction between the various urban freight actors and stakeholders.

The environmental assessment of urban goods movement

Abstract:

This paper presents the implementation of a thorough physical environmental assessment of urban goods movement (UGM). It is aimed at local decision makers concerned with sustainable development issues in urban planning. After a description of the new stakes for urban planners, the paper specifies the data processing method and the sequence of the models used as well as the results in three French cities: Bordeaux (750,000 population), Dijon (240,000 population) and Marseilles (1,050,000 population).
